Description

The Environmental Specialist provides leadership and direction to the Wood River Refinery (WRR) to maintain continuous compliance with all aspects of applicable regulations. The Environmental Specialist serves as a single point of contact for the capital projects team and operations team to provide line-of-sight to regulatory obligations and improved environmental compliance for air media.

Responsibilities May Include

  • Strongly reinforce safety-first attitude and culture ensuring everyone goes home safely.

  • Be a visible leader and role model for regulatory compliance and environmental commitment.

  • Provide strategic leadership for environmental issues and activities that impact WRR, seeking strategies that provide maximum benefit to P66, promote and support P66 core values, minimize future liability, and differentiate P66 from its competitors.

  • Lead efforts to ensure that environmental compliance gaps are identified and addressed in a timely fashion.

  • Provide strong line of sight and communicate about how everyday things can have an impact on our environmental performance.

  • Be an active participant in the P66 Environmental networks and be willing to lead small subcommittee efforts.

  • Create and sustain a supportive partnership relationship between environmental professionals and refinery operating personnel.

  • Monitor key leading and trailing environmental performance indicators and initiate appropriate intervention if metrics indicate unacceptable trends.

  • Represent WRR in external affairs related to environmental aspects including discussions with regulatory agencies and other external stakeholders.

  • Liaise and develop positive relationships with regulatory and community stakeholders.

  • Coordinate compliance plans to fulfill Consent Decree obligations for the site; coordinates Title V permit requirements, revisions and compliance assurance with business unit personnel and permitting agencies.

  • Be a subject matter expert (SME) for environmental regulations applicable to facility.

  • Assure timely reporting of recurring and non-recurring regulatory compliance reports.

  • Assure timely initial and follow up reporting for air releases to various agencies.

  • Champion development and integration of sustainable HSE Management Systems.

  • Identify differences in systems/approaches, then drive consistent implementation of best practices.

  • Ensure WRR provides cost-effective advice and services based on a thorough understanding of laws, regulations, and available technology.

  • Track, interpret, and develop implementation strategies for new and emerging regulations.

  • Drive identification and implementation of better, more efficient and cost-effective ways to meet environmental requirements.

  • Provide a conduit to understand environmental processes/systems available outside of the function and look for opportunities for implementation.

Position Requirements

Basic/Required:

  • Legally authorized to work in the posting country

  • Valid driver’s license

  • Bachelor’s Degree in Engineering or Environmental Sciences

  • 3 or more years of environmental experience in refining, petrochemical or related industries

  • Intermediate proficiency in Microsoft Office (Work, Excel, Outlook)

  • Willing and able to work periodic 24-hour on-call plant response duty

  • Willing and able to obtain a Transportation Worker Identification Card (TWIC). Information can be found at https://www.tsa.gov/for-industry/twic

Preferred:

  • 5 or more years of environmental experience in refining, petrochemical or related industries

  • 1 or more years of experience working with Clean Air Act and New Source Review

  • Planning and budgetary skills

  • Able to accurately and clearly communicate both technical and practical information while working in a team environment

  • Excellent interpersonal skills

  • Willing and able to work productively in a diverse team-based environment

  • Well-developed organization skills

The Wood River Refinery is located in Roxana, Illinois, about 15 miles northeast of St. Louis, Missouri, at the confluence of the Mississippi and Missouri rivers. Refinery facilities include crude distilling, naphtha reforming, fluid catalytic cracking, alkylation, hydrocracking, hydrodesulfurization and delayed coking units. The refinery processes a mixture of light, low-sulfur; heavy, high sulfur; and high-acid crude oil. The crude supply is sourced domestically or from Canada. Wood River produces a high percentage of transportation fuels. Other products include petrochemical feedstocks, asphalt and petroleum coke. Refined products are distributed to customers by pipeline, rail car, barge and truck and are shipped to markets throughout the Midcontinent region.
