The Environmental Specialist will be based at the Sweeny, TX Refinery location.
Responsibilities May Include
Providing expertise, coaching, consultation, and hands-on environmental support to plant personnel
Communicating and ensuring alignment with process units on permit and compliance requirements
Reviewing, interpreting, and clarifying regulatory and legal requirements and takes initiative to ensure site programs comply with requirements
Providing support to turnarounds and projects
Conducting field reviews, audits, and investigations
Assessing change in method of operation or modifications for environmental regulatory impacts
Assisting facility with air permitting, emissions reporting, wastewater and solid waste monitoring, sampling and testing programs and activities as needed to demonstrate compliance with regulatory requirements and permit limitations.
Interfacing with regulatory agency representatives in person and via written communications
Coordinating plant inspection programs to ensure compliance with TCEQ, EPA and corporate standards.
Assuming environmental 24/7 on-call rotation
Legally authorized to work in the job posting country
Bachelor’s degree in Environmental Science or Engineering, Chemical Engineering or related technical degree
10 or more years of experience in refining or chemical manufacturing
10 or more years of experience working with state and federal air regulations and working multi-media knowledge of environmental laws and regulations
Demonstrated ability to work with company and contract employees
Strong knowledge of environmental regulations and their application to refining operations, including development and implementation of programs to comply with new regulations
Strong ability to audit and assess performance of existing compliance programs and implement corrective measures when necessary
Proven ability to work with all layers of the organization and outside the organization
Ability to anticipate business needs
Execellent written and oral communication skills
Strong networking and organizational skills
Basic computer skills
Strong teamwork skills
Ability to work with and through the US Refining organization to initiate positive change.
Ability to work with all levels in the refinery to establish environmental priorities and complete critical tasks.

Ability to work weekends, holidays and respond to callouts on a non-routine basis.
The Sweeny Refinery is located in Old Ocean, Texas. Refinery facilities include crude distilling, naphtha reforming, fluid catalytic cracking, alkylation, hydrodesulfurization, and aromatics units, as well as access to the on-site vacuum tower and delayed coking unit, which is an asset owned by Phillips 66 Partners. Sweeny processes heavy, high-sulfur crude oil and some light, low sulfur crude oil. Domestic, Canadian and other foreign crude oil is transported by truck, pipeline, marine transportation and terminals. The refinery produces a high percentage of transportation fuels. Other products include petrochemical feedstocks, heating oil and petroleum coke. The refinery receives crude oil by pipeline and via tankers, through terminals on the Gulf Coast, including a deepwater terminal at Freeport. Refined products are distributed throughout the Midcontinent region, southeastern and eastern United States by pipeline, barge and rail car. Refined products are also exported to Latin America by waterborne cargo.
