The Construction Field Representative reports to the Construction Superintendent of the Midstream West Coast Division and will be based within the division with a home base location in Sacramento, CA. The Construction Field Representative provides leadership and field support across the division and is accountable for successful execution of assigned projects while facilitating the safety, quality, integrity, and cost/schedule performance of each project.

Responsibilities May Include

  • Supporting the execution and management of multiple construction projects.

  • Leading efforts of safe and appropriate work practices per policies and mpr’s of contractors.

  • Coordinating, overseeing and scheduling of operations for construction contractors and employee teams assigned to specific projects. Participating in project kickoff and closeouts.

  • Communicating and documenting compliance with regulatory and company policies and procedures.

  • Performing and taking sample tests for environmental concerns.

  • Submitting completed documentation for permits, PLMR eforms, pre-job tasks, and project closures.

  • Providing field cost and scope and project control information to the Project Manager and other parties while ensuring efficient and cost effective project execution.

  • Delivering contractor safety and performance.

  • Partnering and communicating with the Project Manager and other parties in order to select contractors, determine crew size, promote good relationships, and deliver messages to all necessary parties on the jobsite.

  • Monitoring, evaluating and managing project schedule and directing resource adjustments to ensure efficiency.

  • Controlling and managing change order process.

  • Driving continuous improvement and safety through previous reviews and Incident/Accident investigations.

  • Testing and certifying welders (CWI’s)

  • Assisting in audit/training of other Construction Field Representatives.

  • Evaluating field variances and repairs.

Position Requirements

Basic/Required:

  • Legally authorized to work in the job posting country

  • High school diploma or GED equivalent

  • Valid driver's license

  • 5 or more years of experience in Midstream construction, maintenance and/or inspection

  • Basic level or proficiency in Microsoft Office Word, Excel and PowerPoint

  • Basic level of proficiency in SAP

  • Willing and able to travel up to 75% of the time within the West Coast Division

  • Willing and able, with or without a reasonable accommodation, to perform/comply with following:

  • Climb to the top of tanks and other facility assets

  • Raise and transport articles weighing up to 50 pounds

  • Walk, stand, stoop, sit, climb, and carry material on a daily basis on even and uneven terrain

  • Work outside in harsh weather conditions

  • Use hand and power tools

Preferred:

  • 10 or more years of experience working in Pipeline, Terminal and/or Tank construction, maintenance or inspection

  • 5 or more years of experience with coating and application

  • Knowledge of Midstream Procedure Manuals

  • Knowledge of Midstream operations and understanding of Phillip 66 assets

  • Knowledge of welding procedures

  • Knowledge of non-destructive testing procedures

  • Industry related certification in any of the following: CWI, API 650, 653, TES, NACE

  • Intermediate level or proficiency with Microsoft Office Word, Excel and PowerPoint

  • Intermediate level of proficiency with SAP

  • Fluent in Spanish and English

Our Midstream segment provides crude oil and refined product transportation, terminaling and processing services, as well as natural gas liquids (NGL) and liquefied petroleum gas (LPG) transportation, storage, processing and marketing services, mainly in the United States.
