The Project Controls Lead, Turnaround reports to the Supt, Turnaround and is accountable for establishing project controls in P66 standard tools for Turnaround event tracking / reporting, cost controls, contractor performance KPI’s, budget development, and Solomon reporting / benchmarking for turnarounds. Additionally, this role will support the Routine Maintenance cost reporting and tracking.

Responsibilities May Include

  • Leads employees and contractors to achieve more and provides an atmosphere where employees are motivated to improve their performance; thereby solving problems, taking advantage of opportunities, and reducing costs.

  • Turnaround General:

  • Adhere to the P66 Turnaround process and ensure others are following the process

  • Meet due dates for all NaviTrack milestone activities. Take timely and appropriate action to address any deficiencies

  • Identify ‘Best in Class’ Turnaround results and develop tools, work habits, procedures, and/or seeking help to mitigate those gaps

  • Participate or lead the effort for Turnaround Benchmarking – comparing SFR within the company and within the industry (Solomon). Collect the data, analyze the results, and propose opportunities to close any gaps

  • Establishes, communicates and tracks Project Controls department goals and key performance indicators

  • Support managing Phillips 66 and contractor staffing levels, to keep costs within established budgets

  • Prepares, manages and controls Turnaround Project Controls, and Admin Cost Centers

  • Turnaround Scope Development Stage: Includes worklist finalization, Business Plan submittal, Preliminary AFE approval, AFE Approval

  • Provide input into the Business Plan process. Work with the Superintendent, Turnaround to reconcile the detailed Turnaround estimate within the Business Plan budget

  • Develop an estimate detail report for each unit which will serve as a basis for comparison when the AFE estimate is prepared

  • Fully integrate projects into the team and into all plans.

  • Turnaround Planning Stage: Includes contracting strategy/bidding, and final AFE approval

  • Review all estimate details. Assemble all cost details into a single estimate for each unit and for the entire outage.

  • Establish the basis for shared costs. Communicate shared cost estimates to all project engineers.

  • Use of establish systems to track costs during the TA using SAP, IPS “Innovating Planning Solutions,” Tableau, etc.

  • Track remaining contingency.

  • Provide monthly reports on actual and forecast costs to the TA Superintendent for TA’s and TA cost center

  • Turnaround Execution Stage:

  • Monitor costs daily through IPS, SAP, etc.

  • Incorporate all SCR’s as they are approved into the forecast. Track remaining contingency.

  • Provide cost data needed for the daily TA Steering Committee Team update meeting

  • Use established tools to track all project controls needs: PF, SPI, CPI, daily burn rate, and forecast for all stakeholders

Position Requirements

Basic/Required:

  • Legally authorized to work in the posting country

  • High school Diploma or GED equivalent

  • Valid Driver’s License

  • 5 or more years of experience in a Refining Project Controls role

  • Basic working knowledge of Primavera for scheduling

  • Advanced working knowledge of Sap cost reporting systems

  • Advanced working knowledge of Microsoft office (Word, Excel, Outlook)

  • Willing and able to perform/comply, with or without a reasonable accommodation, with the following:

  • Ability to work overtime, holidays, weekends, and rotating shifts as needed

  • Ability to wear Nomex fire retardant clothing and personal protective equipment such as steel-toed shoes, ear/eye protection

  • Ability to maintain clean shaven face daily

  • Ability to work in/outdoors in a variety of weather conditions

Preferred:

  • 5 or more years of supervising turnaround project control teams

  • Experience and knowledge of Primavera scheduling

  • Experience with a computer-based maintenance management system such as SAP and/or IPS

  • Troubleshooting skills and experience

  • Ability to search out needed technical information from vendors or other company resources

  • Ability to work independently

  • Strong interpersonal and communication skills with the ability to effectively interact with all organizational levels

The San Francisco Refinery consists of two facilities linked by a 200-mile pipeline. The Santa Maria facility is located in Arroyo Grande, California, 200 miles south of San Francisco, California, while the Rodeo facility is in the San Francisco Bay Area. Semi-refined liquid products from the Santa Maria facility are shipped by pipeline to the Rodeo facility for upgrading into finished petroleum products. Facilities include crude distillation, naphtha reforming, hydrocracking, hydrodesulfurization and delayed coking units, as well as a calciner. The San Francisco Refinery processes a mixture of heavy, high sulfur and light sweet crude oil. It receives California crude oil by pipeline, and both domestic and foreign crude oil by tanker. The refinery produces a high percentage of transportation fuels. It also produces CARB-grade gasoline. Other products include petroleum coke. The majority of the refined products are distributed to California by pipeline and barge. Additional refined products are also exported to Latin America by waterborne cargo.
