The Emergency Response Shift Supervisor (ERSS) , reporting to the Emergency Response Team Lead, provides on-shift leadership, direction, support and training to the emergency response teams and functions as the initial Incident Commander at emergency events. The ERSS also provides after hours support for the Safety group. This position involves shift work consisting of 12-hour shifts based on a predetermined schedule, or as needed..
Responsibilities May Include
Ensuring that life safety issues take priority during emergencies.
Interfacing with operations & mechanical during emergencies to ensure the safety of personnel and minimize damage to property and the environment.
Providing first aid/basic life support during emergencies as necessary.
Facilitating continuous, meaningful and relevant training within the Emergency Response Team.
Aligning Emergency Response training to ensure that accepted standards of performance are met by the ERT.
Providing and leading emergency response and safety topics to respective team members.
Maintaining a high degree of continuous ICS & Emergency Response learning.
Balancing the actions of the Emergency Response Team with the needs of operations & mechanical to resolve emergency response and safety issues.
Providing emergency response and safety training to employees as appropriate.
Conducting, documenting and leading unit evacuation drills.
Maintaining appropriate level of knowledge of alarm & fire water systems on the site.
Auditing emergency response processes to identify means of making them safer, more efficient and effective.
Evaluating current emergency response equipment to ensure its current and future effectiveness.
Inspecting, testing and maintaining safety and emergency response equipment to ensure emergency preparedness.
Consulting with ERSS’s, Emergency Response Team and S&OH Resources to resolve common problems or concerns.
Being a subject matter expert on S&OH issues to provide back-up to the S&OH position when needed.
Providing off-hour support as a safety resource.
Legally authorized to work in the job posting country
High school diploma / GED equivalent or higher
5 or more years of direct experience in fire protection, firefighting, safety and emergency response
Emergency Response Responder (EMR) certification
Valid driver's license
Ability to remain calm under pressure and during emergency incidents
Ability to work shift work
Ability to be on call 24/7

Bachelor's degree in Safety/Health/Fire Protection or related field
5 or more years of direct experience in refining and/or chemical industry
Emergency Response Responder (EMT) or higher certification Emergency Response Team leader or National Fire Protection Association (NFPA) Fire Officer certification (hazmat, rescue, oil spill, fire prevention)
Working knowledge of OSHA safety and occupational health regulatory requirements
Intermediate level of proficiency with Microsoft Office (Excel, Word) and SAP
Demonstrated high level of competency in emergency preparedness and emergency response
Ability to interface with regulatory agencies
Ability to liaise with external bodies so that Phillips 66’s safety/loss prevention interests are accurately represented
Ability to process large amount of visual and auditory information quickly; take quick decisive actions; give clear, concise communications;
delegate; positively influence others; prioritize actions; think outside the box to evaluate current conditions/situations to predict possible future conditions
Strong support for work processes and continuous improvement systems

The Ponca City Refinery is located in Ponca City, Oklahoma, approximately 95 miles northwest of Tulsa, Oklahoma. Its facilities include crude distilling, naphtha reforming, fluid catalytic cracking, alkylation, hydrodesulfurization and delayed coking units. The refinery processes a mixture of light, medium and heavy crude oil delivered via pipeline from Oklahoma, Texas, New Mexico, the U.S. Rockies and Canada. Infrastructure improvements have enabled the delivery of locally produced crude oil by pipeline and truck. The refinery produces a high percentage of transportation fuels and anode-grade petroleum coke. Refined products are primarily distributed to customers by company-owned and common carrier pipelines to markets throughout the Midcontinent region.
