Description

The Measurement Specialist manages all measurement and metering equipment and related activities within the Region to ensure accurate, reliable and cost-effective Pipeline and Terminal operations.

Responsibilities May Include

  • Executing all measurement and metering equipment troubleshooting, maintenance, and repair according to applicable regulations, standards, policies, and procedures and in an efficient and cost-effective manner

  • Providing technical guidance for the design, installation, and operation of all measurement and metering equipment in the Region

  • Providing Measurement technical expertise to engineering, operations, and other maintenance personnel within the Region

  • Working with Engineering Services and Measurement Supervisors to ensure related standards, policies, and procedures are fit for purpose and cost-effective

  • Managing the Region’s critical measurement and metering equipment inventory and critical spare replacement plan

  • Developing a long-range plan to ensure all measurement and metering equipment is properly maintained according to applicable standards and policies and considering system and equipment criticality and available data and ensuring this plan is incorporated into the Region’s capital, expense, and major maintenance budgets

  • Coordinating with the Operations Superintendents and Local Operations to plan and schedule maintenance and project work to minimize the impact to Pipeline and Terminal Operations

  • Fully documenting failures, data, and work related to measurement equipment in SAP PM

  • Working closely with Operations to identify and implement optimization opportunities

  • Working with Engineering Services, the Measurement Functional Excellence Team, and applicable industry organizations to identify new technologies in support of reliable and cost-effective operations and stay current with changes to industry regulations, standards, and practices

  • Working with the Engineering Director to implement tools, processes, and new technologies

  • Completing all required training

  • Ensuring loss/gains, failures and near misses are appropriately investigated and resulting action items are implemented

  • Evaluating material and service providers to ensure they provide professional quality services

  • Supporting related inspections and audits

Position Requirements

Basic/Required:

  • Legally authorized to work in the job posting country

  • High school diploma or GED equivalent

  • 10 or more years of experience troubleshooting, maintaining, and repairing measurement and metering equipment

  • Working knowledge of measurement and metering equipment and devices

  • Working knowledge of pipeline and terminal equipment

  • Demonstrated experience with preventative and predictive maintenance processes

  • Working knowledge of safe work practices and Hazardous area classifications

  • Able to read and understand related drawings and technical documents

  • Willing and able to travel 25%

  • Intermediate level of proficiency with Microsoft Office Word and Excel

Preferred:

  • Associate’s degree or higher in Industrial Electronics, Instrumentation, or Automation and Process Control

  • 15 or more years of experience troubleshooting, maintaining, and repairing measurement and metering equipment

  • 5 or more years of experience with crude oil measurement and storage

  • Basic level of proficiency with the Plant Maintenance module of SAP

Midstream

Our Midstream segment provides crude oil and refined product transportation, terminaling and processing services, as well as natural gas liquids (NGL) and liquefied petroleum gas (LPG) transportation, storage, processing and marketing services, mainly in the United States. This segment includes our master limited partnership, Phillips 66 Partners LP, as well as our 50 percent equity investment in DCP Midstream, LLC. As of December 31, 2017 our transportation business managed over 21,000 miles of pipeline systems, 40 finished product terminals, 38 storage locations, 19 crude oil terminals, 5 LPG terminals and 1 petroleum coke exporting facility.
