The Instrument Engineer, Lake Charles Refinery will provide engineering support for the instrument asset base in the refinery. This position will be responsible for best practices in the selection, implementation, and maintenance and reliability of the instrument asset base to ensure that regulatory, production, and optimization objectives are met. This instrument asset base includes all instrumentation, measurement, safety instrumented systems (SIS) and regulatory process control instruments.

Responsibilities May Include:

  • Applying Phillips 66 Required Standards, engineering standards, mechanical integrity procedures, and safety procedures to address instrument reliability challenges.

  • Initiating action to increase unit uptime, increase product quality, and reduce refinery maintenance costs by developing and owning reliability improvement efforts for the plant’s instrumentation assets.

  • Serving as instrumentation technical lead for turn-around scope development and providing instrument engineering support as needed during turn around execution.

  • Serving as instrumentation technical support for both maintenance and operations personnel, including, but not limited to, field instrument and process control troubleshooting support, training documentation and procedure development/review, turn-around support, and Management of Change (MOC) ownership.

  • Reviewing project design packages and providing design input to ensure that site requirements and preferences are met. After project commissioning, ensuring that newly installed instruments are captured on appropriate maintenance programs.

  • Leading and participating in root cause failure analyses (RCFAs).

  • Developing self through training, including training provided by company as well as self-led training.

  • Identifying and developing scope and justification for instrumentation infrastructure improvement projects, including but not limited to obsolescence remediation.

  • Supporting Refinery I&E outside of normal business hours as needed.

Required Qualifications:

  • Legally authorized to work in the job posting country without restrictioins

  • Bachelor’s degree or higher in Electrical Engineering, Mechanical Engineering, or related field

  • 3 or more years of instrumentation engineering and/or project engineering experience

  • Willing and able to respond to off-hour callouts on an as needed basis to support refinery operating requirements

  • Willing and able to obtain a Transportation Worker Identification Card (TWIC). Information can be found at https://www.tsa.gov/for-industry/twic

Preferred Qualifications:

  • Familiarity with DCS and PLC platforms, including software and hardware components

  • 5 or more years of RCFA experience

The Lake Charles Refinery is located in Westlake, Louisiana. Refinery facilities include crude distilling, naphtha reforming, fluid catalytic cracking, alkylation, hydrocracking, hydrodesulfurization and delayed coking units. Facilities also include a specialty coker and calciner. The refinery processes a mixture of light to heavy, low- and high sulfur and low- and high-acid crude oils. It receives domestic, Canadian and other foreign crude oil through truck, pipeline, marine transportation and terminals, including the Beaumont and Clifton Ridge terminals and the Bayou Bridge Pipeline. Lake Charles produces a high percentage of transportation fuels. Other products include off-road diesel, home heating oil, feedstock for our Excel Paralubes joint venture, specialty graphite petroleum coke and petroleum coke. Refined products are distributed in the southeastern and eastern United States by truck, rail car, barge or pipelines and exported to Latin America and West Africa.
