The Electrical and Instrumentation Projects Lead is responsible for project engineering of Electrical and Instrumentation capital projects including procurement and construction support for the Lake Charles Refinery. Accountable for ensuring capital projects are technically sound, achieve safety and environmental objectives, are consistent with PSM management of change and are executed in cost effective, timely manner.
Responsibilities May Include
Executing projects per the Phillips 66 and LCR project FEL process and ensures conformance with Phillips 66 Required Standards and Recommended Engineering Practices.
Directing the development of AFD and AFE quality project estimates, participate in annual capital long range plan development, and ongoing project funding approvals.
Coordinating the FEL and detailed engineering with mechanical, civil, instrument and electrical resources to ensure assigned projects are technically sound, cost effective and customer-focused.
Developing project execution plans and project milestone schedules. Ensuring project scope and cost is controlled and change is managed.
Providing project-specific turnaround and construction support as required.
Establishing project priorities, deliverables and deadlines aligned with capital strategies. Successfully managing competing priorities and multiple projects simultaneously. Accountable for managing time to deliver on commitments.
Ensuring interface with technical consultants, area resources and operations.
Coordinating MOC process for assigned projects.
Designing or approving design by others of Safety Instrumented Systems.
Providing consultation to refinery for instrumentation issues.
Supervising Electrical and Instrumentation engineers and provide technical mentoring and leadership to newer engineers.
Sharing and leveraging technical expertise across other sites and forums.
Cultivating a team atmosphere.
Legally authorized to work in the job posting country
Bachelor of Science degree in Electrical or Mechanical Engineering or related field (Chemical or Civil)
7 or more years of maintenance or engineering experience, with an emphasis on instrumentation and controls
Experience in all life cycle phases of Safety Instrumented Systems

- 10 or more years of refining or petrochemical based experience, supporting instrumentation/control systems projects
The Lake Charles Refinery is located in Westlake, Louisiana. Refinery facilities include crude distilling, naphtha reforming, fluid catalytic cracking, alkylation, hydrocracking, hydrodesulfurization and delayed coking units. Facilities also include a specialty coker and calciner. The refinery processes a mixture of light to heavy, low- and high sulfur and low- and high-acid crude oils. It receives domestic, Canadian and other foreign crude oil through truck, pipeline, marine transportation and terminals, including the Beaumont and Clifton Ridge terminals and the Bayou Bridge Pipeline. Lake Charles produces a high percentage of transportation fuels. Other products include off-road diesel, home heating oil, feedstock for our Excel Paralubes joint venture, specialty graphite petroleum coke and petroleum coke. Refined products are distributed in the southeastern and eastern United States by truck, rail car, barge or pipelines and exported to Latin America and West Africa.
