The Terminal Controls Specialist is responsible for providing automation and controls support to Phillips 66 operated terminal facilities with a primary focus on truck rack automation. This position is responsible for the day- to-day support of existing automation controls equipment as well as executing the installation, programming and commissioning of new automation and controls equipment throughout all terminal facilities.

Responsibilities May Include

Supporting the day-to-day requirements of existing automation and controls equipment at Phillips 66

  • operated terminals including programming, configuration, troubleshooting and maintenance.

  • Support the design, installation and commission of automated truck/barge/rail loading control systems on large capital projects.

  • Managing, administering, configuring and supporting the existing server/client-based Terminal AutomationSystem with focus on Guardian G3 platform.

  • Driving programming and configuration consistency across Phillips 66 operated terminals

  • Developing design specifications, program and commission new automation equipment installations and upgrades.

  • Providing specifications for PLC network configuration including network security requirements.

  • Developing and implementing I/O and functional checkout process for new automation equipmentinstallations and upgrades.

  • Understanding system data connections between local Terminal Automation System and centralized Host server environments.

  • Understanding liquid petroleum terminal accounting practices and daily/monthly terminal balancing activities.

  • Communicating with operations and central accounting groups to troubleshoot inventory issues in the Terminal Automation System.

  • Demonstrating proven leadership in the completion of job tasks with employees and contractors.

Proficient and well-versed in device level and network communication protocols including:

  • TCP/IP

  • MODBUS (RTU and TCP/IP)

  • Serial protocols (RS-232, 422, 485)

  • Proficient and able to support the installation, maintenance and troubleshooting of the following terminalautomation equipment:

  • Electronic Preset Controllers and Card Readers (AccuLoad, Multiload, RCU II, PC3)

  • Programmable Logic Controllers (Allen Bradley)

  • Grounding and overfill systems (Scully)

  • Flow control valves (Set-Stop 210 valve)

  • Metering equipment (PD, Coriolis and Turbine)

  • Additive Injection Systems

  • Process transmitters and sensors

  • Performing all duties of this position with a focus on safety, environmental protection and regulatorycompliance.

Required Qualifications

  • Legally authorized to work in the job posting country

  • High School diploma or GED equivalent

  • Valid driver's license

Ability and willingness to perform/comply with the following:

  • Climb various ladders and stairs to operate valves, gauge tanks, or perform maintenance onequipment; ladders and stairs range from 5 to 40 feet in height

  • Lift and transport articles weighing up to 50 pounds

  • Walk, stand, stoop, sit, climb, and carry material daily on even and uneven terrain

  • Work outside in harsh weather conditions

  • Work alone a high percentage of the time

  • Provide rotational on-call phone support for equipment problems

  • Travel up to 40% of the time

Preferred Qualifications

  • 2-year Technical Degree or higher in Electrical, Electronics, or Instrumentation

  • 3 or more years of direct experience working on mechanical and rotating equipment

  • 3 or more years of experience working with digital and analog electronic circuitry

  • 3 or more years of experience with the following:

  • Terminal and/or Pipeline Operations

  • Batch and Preset Controllers including AccuLoad and Multiload platforms

  • Terminal Automation and Management Systems

  • Smith 210 Control Valves

  • Measurement and Flow Meters

  • Allen-Bradley PLC Platforms

  • Rosemount Transmitters and sensors

  • Scully Overfill and Grounding Systems

Midstream

Phillips 66's Midstream business is a safe, reliable and trusted logistics provider for the movement and storage of liquid or gas energy via pipelines or terminals. We are an industry leader in logistics and operate or manage more than 22,000 miles of pipelines that transport crude oil from oil fields to refineries and finished products from refineries to storage terminals. We operate 39 terminals that supply finished products to consumer gas stations, as well as crude oil and NGL storage terminals and NGL fractionation facilities. We also provide the connectivity between the various Phillips 66 business units.
