The Strategic Sourcing Specialist is responsible for the effective development, execution, and implementation of strategic sourcing initiatives across multiple Phillips 66 business units. Sourcing initiatives will include market research, identifying potential suppliers, negotiating contracts and pricing, liaising with legal, and maintaining internal and external relationship throughout the process. The role will work with a cross-functional team to optimize the sourcing process, identify cost-saving opportunities, drive continuous improvement, and ensure the business needs are met.
Requirements may include
Devise and execute sourcing strategies for critical categories, including identifying opportunities for cost savings and driving the competitive bidding process
Aid in the planning, scheduling, and forecasting process to support strategic sourcing pipeline
Manage sourcing events, such as RFPs, RFIs, and RFQs, through Phillips 66's e-sourcing tool (Ariba) to identify potential suppliers, negotiate prices, and establish contracts
Develop and oversee bid documents and bid evaluation criteria
Lead cross-functional teams in selecting and evaluating suppliers
Maintain current knowledge of applicable sourcing industry best practices to identify and deliver strategic sourcing opportunities
Participate in continuous improvement initiatives to enhance sourcing processes and increase efficiencies
Cultivate relationships with key stakeholder groups at Phillips 66 to encourage cooperative planning and sourcing activities
Work collaboratively with internal stakeholders to comprehend business requirements and align sourcing strategies with the company's goals
Coordinate with Category Management to ensure alignment on go to market strategies and contracting requirements
Interact with suppliers and serve as the primary point of contact for a specific sourcing event
Collaborate with Contracting Excellence to ensure accuracy and completeness of negotiated terms and conditions
Utilize analytical skills to evaluate supplier proposals, compare pricing and optimal award scenarios to make informed strategy decisions
Negotiate contracts with suppliers to secure favorable terms and conditions for Phillips 66
Required Qualifications
Legally authorized to work in the job posting country
Bachelor’s degree in Business, Supply Chain, Engineering, or relevant discipline
3 or more years of procurement related experience in the energy industry with sourcing, negotiations, and contracting
Experience with Microsoft Office, SAP, Ariba or equivalent CMS, and other procurement technologies
Strong analytical and problem-solving skills with a proven track record of driving cost savings and efficiencies
Excellent communication and negotiation skills with the ability to build and maintain effective relationships with suppliers and stakeholders
Ability to work independently and as part of a team in a fast-paced environment with multiple priorities and deadlines
Preferred Qualifications
5 or more years of procurement experience in the energy industry with sourcing, negotiations, and contracting
Ability to interface across functions and with key stakeholders in a matrixed organization Experience with sourcing tools and technologies, including e-sourcing, contract management, and spend analytics

Strong knowledge of the industry, market trends, and supplier landscape
Strong negotiation skills to effectively manage supplier relationships, negotiate contracts, and achieve cost savings goals
