The Senior Process Safety Consultant is responsible for developing and implementing process safety improvement plans across Phillips 66 operated assets. Reporting to the Corporate Process Safety Manager, the role is located at our headquarters in Houston, TX.

Responsibilities May Include

  • Advising and guiding business units on how to continually improve process safety performance and programs.

  • Driving compliance with OSHA Process Safety Management (PSM) and EPA Risk Management Program (RMP); support site compliance with local regulations.

  • Auditing Phillips 66 operated assets for compliance and excellence in process safety programs (typical auditing commitment about 10-12 weeks per year).

  • Developing, owning and stewarding process safety training and competency verification programs.

  • Developing, maintaining, and deploying Management of Change (MOC) standards, best practices, tools, training and technology that provide high value to the organization and drive effective change management and pre/post-activity hazard evaluation and mitigation.

  • In 2020 expected to lead assessment and selection of MOC software options enterprise wide

  • Supporting and advising on Process Hazards Analysis (PHA) improvement plans, working with other team members.

  • Stewards leading and lagging process safety metrics and develops improvement plans based on trends and learnings.

  • Actively participates on various industry committees to benchmark and learn from industry and implement best practices across Phillips 66.

  • Leading Phillips 66 MOC network. Participates in Process Safety network.

Position Requirements


  • Legally authorized to work in the job posting country

  • Bachelor’s degree

  • 5 or more years of experience in the refining, oil and gas, or petrochemical industries in engineering, operational or HSE roles.

  • Working knowledge of OSHA PSM and EPA RMP regulations.

  • Travel up to 25-35%


  • Bachelor’s degree in Engineering, HSE, or related discipline

  • 10 or more years of total experience in the refining industry, including roles with direct process safety experience.

  • Knowledgeable of Management of Change and Process Hazards Analysis principles and standards.

  • Knowledge of human performance concepts.

  • Knowledgeable of ANSI ISA-84.00.01-2004 Safety Instrumented Systems for the Process Industry Sector standard.
