The Project Procurement Lead will provide procurement support to the Midstream Projects organization with an emphasis on contract strategy development, sourcing, contract drafting, and the negotiation of terms and conditions for capital projects. This candidate must have the ability to apply a professional approach to the sourcing and contracting of goods and services with a wide variety of suppliers. This role is responsible for providing procurement and contract advice and leadership to stakeholders while ensuring compliance with all relevant Procurement and contracting policies, processes and procedures. This role will be highly integrated into Midstream project teams through the full lifecycle of each project.
Responsibilities May Include
Managing assigned contract and project portfolio.
Providing consultation and support to Midstream project teams to develop optimum agreements for the purchase of required goods and services.
Negotiating a variety of agreement types including Master Service Agreements, Engineering Service Agreements, Non-Disclosure Agreements, Service Orders, Compensation Agreements, etc.
Understanding core contract clauses and company positions and communicate and negotiate with 3rd parties seeking to provide goods and services for Phillips 66. Core contract clauses include indemnity, insurance, warranty, tax, audit, etc.
Partnering with each project team to develop a contract strategy for each project that maximizes value for Phillips 66.
Supporting the implementation of category management strategies and initiatives for assigned projects.
Supporting sourcing/RFP efforts in coordination with project teams.
Initiating and run sourcing events in Phillips 66’s electronic contract management system (Ariba).
Managing project supplier relationships and oversee post-award contract administration including change orders, contract amendments, materials expediting and claims.
Special assignments upon the request of supervisor (including travel) may be routinely required.
Legally authorized to work in the job posting country
Bachelor’s degree in Business, Supply Chain, Engineering, or relevant discipline
7 or more years of sourcing and contracting experience
7 or more years of experience negotiating with a proven track record of executing commercial negotiations in the capital projects, construction and engineering space
5 or more years of experience with formal sourcing events and contract development for complex capital projects
Knowledge or firsthand experience with EPC, EPCM, and Design/Build contract types
Thorough understanding of contract terms & conditions and strong ability to advise others on application of same
Experience with a variety of compensation types (lump sum, T&M, etc.)
Capable of effectively developing and executing multiple contracts with varying complexity and the ability to constantly assess workload, balance client demands and prioritize work to achieve success
Knowledge or firsthand experience with midstream industry engineering and construction services contractors and equipment suppliers
Knowledge or firsthand experience with midstream work processes
Working knowledge of SAP, Ariba, and other procurement technologies
Demonstrated ability to be a self-starter, self-directed.
Strong communication skills and proven ability to effectively manage internal and external clients and stakeholders at all levels.
Networking and interpersonal skills that result in teamwork, trust, integrity and strong relationships.
Demonstrated safety focus and ethical integrity.
