Description

The Operations Engineer provides project management support to Beaumont Terminal. This includes project management and engineering support for pipeline and terminal operations, including pump stations, truck racks, storage tanks and all associated equipment. Project Management support includes design, estimation and execution of sustaining Capital projects up to but not limited to $10 MM Total Installed Cost. The position will be based out of Houston, TX with travel expectation to Beaumont, TX to scope and execute projects.

Responsibilities May Include

  • Coordinating and managing of multiple projects ranging in size from $1M to $10MM.

  • Ensuring all project engineering activities are implemented in a manner consistent with Phillips66 core values delivering superior safety, quality, schedule and cost performance.

  • Developing of detailed Project Execution Plans, including engineering and construction activities, cost estimating, schedule and risk evaluation.

  • Responsible for coordinating internal and external engineering and design/drafting services.

  • Coordinating of project safety resources and implementation of safety policies, programs and reporting requirements.

  • Developing of bid specifications, contractor / vendor identification and screening.

  • Conducting technical and commercial bid evaluations.

  • Coordinating of project status and technical design reviews with key stakeholders and internal engineering resources to ensure alignment with business objectives.

  • Performing and completing Process, Hazard, Analysis (PHA) and HSE action items.

  • Following Management of Change (MOC) processes and taking them to closure.

  • Supporting incident and near-miss investigations.

  • Supporting pre-startup safety reviews and develops startup commissioning procedures.

  • Assuring full compliance with all regulatory and Company policies and procedures.

  • Interfacing with region operations, Real Estate Services, Projects, Midstream Technical Services, Integrity as needed.

Position Requirements

Basic/Required:

  • Legally authorized to work in the job posting country

  • Bachelor's degree in Engineering or higher

  • 5 or more years of experience of direct project management and or engineering experience

  • 5 or more years of experience managing contract engineering teams

  • Working knowledge of industry recommended practice, design methods and QA/QC requirements with respect to checking procedures, incorporation of agreed changes and document control

  • Willing and able to travel up to 30% of the time to work sites and engineering offices in order support project development, design and implementation

  • Currently hold or be able to qualify to receive a Transportation Worker Identification Credential (TWIC) card. Note, information regarding TWIC qualification standards may be found at www.tsa.gov/whatwedo/layers/twic/index.shtm

  • Preferred:

  • 10 or more years of experience in Midstream Terminals or Pipelines

  • 3 or more years of experience budgeting and long-range planning

  • 5 or more years of experience in pipeline and terminals maintenance, operations, or pipeline projects

  • 1 or more years of experience with hydraulics

  • Advanced level of proficiency with SAP
