The Loss Control Analyst position will work closely with and receive work direction from the Manager of Loss Control and/or its Directors. This analyst position will enable Loss Control (LC) group to provide support to othercommercial organizations by providing data capture solutions and LC performance tools to identify and resolvemeasurement & reporting errors, to quantify quality downgrades in receiving/delivering Marine vessels and related terminals that are utilized by Phillips 66 Company and our customers. In addition, the candidate will

have responsibilities to respond to requests from LC, Commercial, Phillips 66 Refining, Phillips 66 Midstream and Financial Services (e.g. inventory accounting) for LC Voyage Analysis Modules, Custody Transfer Quantity and Quality data and LC Inventory Gain/Loss and value-add performance metrics. The Analyst is expected to become knowledgeable in the Commercial supply/trading (S&T) and scheduling business and in Company and Industry measurement procedures, standards and guidelines.

Responsibilities May Include

  • Supporting P66 facilities custody transfer measurement "Best Practices" & Procedures for Refining, Marine and proprietary & third-party Terminals.

  • Providing support to Commercial LC cargo loss claims resolution and Marine transportation co-freight imbalances on behalf of Commercial S&T commodity groups and operations.

  • Providing assistance in the development, coordination and presentation of LC information and data to optimize Commercial S&T commodity groups commercial terms, identify marine operations & risk management opportunities and minimize refinery contaminant(s) handling costs.

  • Monitoring measurement/inspection data from Independent Inspection Companies (IICs) and follow up on Custody Transfer Q&Q exceptions and enforcement of LC standards and requirements.

  • Providing assistance in monitoring marine terminal and pipeline terminal losses and downgrades for proprietary and 3rd party systems. Follow up and help to resolve loss/gain and downgrade events.

  • Gathering data to initiate claims. Monitoring, tracking and facilitating the progress of claim resolution.

  • Assisting in the identification of Loss Control improvement opportunities such as tracking of Crude Oil by Truck & Rail for Gain/Loss (G/L) performance that lead to reductions in company costs.

  • Supporting the Loss Control Directors for data needs, special projects, and daily job execution functions.

  • Advocating collaborative resolution to loss situations within the Phillips 66 Company.

  • Providing support for LC Business Systems & Optimization Tools such as PINS, SharePoint, LiveLink, LC Web Pages, Inspection & Lab Services Pricing Tool, etc.

  • Auditing internal and external facilities against accepted Industry and Phillips 66 Company standards.

  • Maintaining a working relationship between Phillips 66 Company Commercial (Schedulers, Traders, Analysts), Finance (Inventory Accounting, FTZ control), Refining (Loss Control representatives, Business Managers, Schedulers), and Midstream (Terminal Personnel, Accounting, Measurement and Projects, etc.).

  • Acquiring the knowledge to perform field measurement audits and provide LC coverage as required.

Position Requirements

Basic/Required:

  • Legally authorized to work in the United States

  • Bachelor’s Degree

  • 1 ore more years of experience in Downstream or Commercial operations, Finance or general technical Loss Control support/Independent Inspection Procedures

Preferred:

  • Ability to manage conflict, and persuade/facilitate resolution

  • Ability to adapt to changing work environments and make continuous improvements

  • Ability to set, manage, and meet multiple & competing priorities

  • Basic knowledge of petroleum market commercial fundamentals including general understanding of contract terms & condition(s) risks

  • Understanding of downstream operations, supply chains and value drivers

  • Ability to technically and fundamentally analyze factual data to recommend action to stakeholders (traders, schedulers, S&TA management, Marine, contract administration & settlements and RM&T management)

  • Physical fitness to perform field audits and witness marine custody transfers

  • High degree of personal drive and dedication to achieve personal/team goals and objectives

  • Capable of influencing others to achieve desired results and common objectives

  • Strong organizational skills that include experience with keeping detailed records and initiating communications of project schedule, status and deadlines

  • Good negotiation skills

  • Strong written and verbal communication skills

  • Proficiency with applications for word processing, spreadsheets, SharePoint, LiveLink etc.

  • Working knowledge of Marine Vessel and Marine & Pipeline Terminal cargo custody transfer operations & procedures
