The Project Procurement Lead will provide procurement support to the Major Projects organization with an emphasis on contracting strategy development, sourcing, contract drafting, and the negotiation of terms and conditions for major capital projects. This candidate must have the ability to apply a professional approach to the sourcing and contracting of goods and services with a wide variety of suppliers. This role is responsible for providing contracting and procurement advice and leadership to stakeholders while ensuring compliance with all relevant Procurement and contracting policies, processes and procedures. Specifically, this role will support a major project adjacent to the Phillips 66 Ferndale Refinery in Washington and will be based at that location.
Responsibilities May Include
Accountable for all end-to-end contracting and procurement activities for the Major Project, including sourcing, contracting, purchase order execution, and material management.
Leading a team of 2-4 procurement staff to successfully execute all end-to-end contracting and procurement activities for the Major Project
Serving as a member of the Major Project team and provide guidance and expertise to develop optimum agreements for the purchase of required goods and services.
Negotiating a variety of agreement types including Master Service Agreements, Engineering Service Agreements, Non-Disclosure Agreements, Service Orders, Compensation Agreements, etc.
Understanding core contract clauses and company positions and communicate and negotiate with 3rd parties seeking to provide goods and services for Phillips 66. Core contract clauses include indemnity, insurance, warranty, tax, audit, etc.
Partnering with the Major Project team to develop and implement a contracting strategy that maximizes value for Phillips 66.
Supporting the implementation of category management strategies and initiatives as appropriate.
Supporting sourcing/RFP efforts in coordination with the project team.
Initiating and run sourcing events in Phillips 66’s electronic contract management system (Ariba).
Managing project supplier relationships and oversee post-award contract administration including change orders, contract amendments, materials expediting and claims.
Effectively engage the joint-venture partner to gain alignment on contracting and procurement strategy and execution.

Bachelor’s degree in Business, Supply Chain, Engineering, or relevant discipline
10 or more years of sourcing and contracting experience
Knowledge or firsthand experience with capital project or turnaround procurement activities
Basic level of proficiency with SAP, Ariba, and other procurement technologies
Intermediate understanding of contract terms & conditions and strong ability to advise others on application of same
7 or more years of experience in negotiations with a proven track record of executing commercial negotiations in the capital projects, construction and engineering space
5 or more years of experience with formal sourcing events and contract development for complex capital projects
5 or more years of experience with a variety of compensation types (lump sum, T&M, etc.)
Demonstrated strong problem-solving skills (i.e. critical and evaluative thinking)
Demonstrated safety focus and ethical integrity
Capable of effectively developing and executing multiple complex contracts and the ability to constantly assess workload, balance client demands and prioritize work to achieve success
Knowledge or firsthand experience with refining work processes
Knowledge or firsthand experience with refining engineering and construction services contractors and equipment suppliers
Strong communication, networking, and interpersonal skills and proven ability to effectively manage internal and external clients and stakeholders at all levels
Demonstrated ability to be a self-starter, self-directed
The Ferndale Refinery is located on Puget Sound in Ferndale, Washington, approximately 20 miles south of the U.S.-Canada border. Facilities include crude distillation, naphtha reforming, fluid catalytic cracking, alkylation and hydrodesulfurization units. It processes a variety crude oils, including Alaskan North Slope, Canadian and other foreign and U.S. shale crudes, primarily delivered via marine vessel and pipeline. Within the refinery is a rail car crude oil receiving facility with a capacity of 30,000 BPD. This offloading facility, owned by Phillips 66 Partners, makes the receipt of additional crude by rail car possible. The refinery produces a high percentage of transportation fuels. Other products include residual fuel oil, which is supplied to the northwest marine bunker fuel market. Most refined products are distributed to customers by pipeline and barge to major markets in the northwestern United States.
