The Health & Safety Team Leader - Ferndale Refinery is responsible for supervising the health and safety processes for Phillips 66 and contractors to ensure the Ferndale refinery is in full compliance with all applicable agency rules and regulations, company directives, and applicable management systems.

Responsibilities May Include

  • Visibly demonstrates a personal commitment to health, safety and environmental stewardship

  • Manages Health & Safety Team budget, supervisory and administrative duties

  • Owner of Refinery’s OSHA recordkeeping obligations

  • Determines and delivers training for required health and safety policies, procedures, and work practices

  • Develops and ensures implementation of the contractor safety program

  • Organizes effective auditing of health and safety policies, procedures, and work practices, and implements appropriate action for identified improvements

  • Coordinates external or third-party insurance and field safety related audits

  • Represents the refinery on external industry organizations and appropriate Phillips 66 refinery networks

  • Leads and participates on incident investigation teams

  • Develops, analyzes and reports safety leading and lagging metrics

  • Key contributor and participant in refinery’s incident management team

  • Supports Joint Health and Safety Committee and associated sub-committees

Position Requirements


  • Legally authorized to work in the job posting country

  • Bachelor’s degree in safety, engineering or equivalent field

  • 5 or more years of experience in plant safety and/or emergency response in an industrial facility

  • Thorough working knowledge of health, safety and emergency response regulations and requirements

  • Trained and competent in Incident Command System (ICS)

  • Willing and able to perform and comply with the following:

  • Travel up to 5% of the time

  • Be on call 24/7/365

  • Work safely near large, hot, high-speed machines

  • Climb ladders and stairs up to 200 feet in height

  • Work around chemicals, including acids and bases

  • Work around hydrocarbons under high pressure and heat

  • Work outside in harsh weather conditions

  • Wear fire retardant clothing and personal protective equipment (such as steel-toe shoes, ear and eye protection.)

  • Maintain your face daily so that a respirator/face mask can seal properly (some examples include being free of facial hair and/or clean shaven)

  • Proficient in Microsoft Office (Word, Excel, Outlook)

  • Possess a valid driver’s license

  • Willing and able to obtain a Transportation Worker Identification Card (TWIC). Information can be found at


  • 3 or more years of direct supervisory experience

  • Certified Safety Professional (CSP) and/or Certified Industrial Hygienist (CIH) qualification

  • 10 or more years of experience in a refinery or petrochemical complex

  • Knowledge of refinery operations and process units

  • Knowledge of SAP, Impact, KMS and other Ferndale Refinery intranet applications

  • Knowledge of PSM

  • Personal Competencies:

  • Strong interpersonal skills necessary to work with salaried and hourly employees

  • Sets and follows through on meaningful objectives and able to organize and delegate effectively

  • Strong and effective communicator in both individual and group settings, including oral and written communications

  • Working knowledge of API, NFPA and local safety rules

The Ferndale Refinery is located on Puget Sound in Ferndale, Washington, approximately 20 miles south of the U.S.-Canada border. Facilities include crude distillation, naphtha reforming, fluid catalytic cracking, alkylation and hydrodesulfurization units. It processes a variety crude oils, including Alaskan North Slope, Canadian and other foreign and U.S. shale crudes, primarily delivered via marine vessel and pipeline. Within the refinery is a rail car crude oil receiving facility with a capacity of 30,000 BPD. This offloading facility, owned by Phillips 66 Partners, makes the receipt of additional crude by rail car possible. The refinery produces a high percentage of transportation fuels. Other products include residual fuel oil, which is supplied to the northwest marine bunker fuel market. Most refined products are distributed to customers by pipeline and barge to major markets in the northwestern United States.
