Description

The Program Manager is primarily responsible for management of the total liability associated with assigned remediation projects and orphan properties at the Borger, Texas refinery and surrounding areas, including the development, implementation, and management of cost effective assessment/remediation strategies, representing Phillips 66 interests in assigned multi-party projects, and improvement of work processes and systems used by Remediation Management (RM).

Responsibilities may include :

  • Leading and influencing solutions to site safety, environmental, and health issues relating to soil and ground water remediation projects
  • Developing and implementing project strategies for remediation and superfund projects which:
  • Address Phillips 66 total risk, including third party and community concerns

  • Are economically and technically sound

  • Are in compliance with applicable laws, regulations, and corporate policies

  • Results through management of contractors within Phillips 66 and RM guidelines including reviewing and approving work plans, resources, reports, regulatory submissions, and third-party reimbursement

  • Ensuring that contractors adhere to strict safety policies and procedures during the implementation of field work through leadership expressed during project planning, on-boarding, and project kickoff meetings
  • Exhibiting a presence in the field at times to demonstrate our safety culture through direct observation of work performed on the Company’s behalf
  • Representing Phillips 66 interests on multi-party and superfund groups and achieving desired results through leadership and influence
  • Using and improving the RM management system and use of the project system (“EPPS (EMS)”)
  • Positive and productive ongoing communications with stakeholders who are affected by contamination with knowledge/consideration of local and regional social, political, and legal issues
  • Ensuring that best practices and appropriate technology are used for remediation activities
  • Knowledge of local, state, and federal regulations
  • Financial management including accrual preparation and justification, multi-year budget estimates, forecasting and managing remediation project expenditures within budget, and authority limitations
  • Interfacing and negotiating technical issues with regulatory officials
  • Technical input to legal on claims or litigation for remediation sites
  • Providing legal and business units with technical input for use in contracts for acquisitions and dispositions
  • Coordination and oversight of third party contractual remediation obligations resulting from the acquisition or disposition of properties
  • Insuring land related issues are managed (easements, right-of-way, access, etc.)
  • Maintaining regular communication and coordination of activities with the business unit partners
  • Conducting briefings or presentations to management to communicate technical or financial progress
  • Leading public meetings required by permit modifications

Qualifications

Basic/Required :

  • Legally authorized to work in job posting country
  • Bachelor’s degree in Geology, Environmental Engineering, Environmental Science, Chemistry or a related field
  • Physically capable of wearing an air purifying respirator while traversing field sites and performing observations
  • 5 or more years of site assessment, engineering and/or project management experience
  • Direct experience managing contractors/consultants

Preferred :

  • 40-hour HAZWOPER training up-to-date (will train if necessary)
  • Intermediate proficiency knowledge of geology, stratigraphy, structural geology, and hydrogeology
  • Experience in conducting assessments of contaminant release in complex subsurface geology
  • Physical ability to traverse rugged terrain and observe contractors working in a variety of weather conditions
  • Knowledge of the Corrective Action process under the Resource Conservation and Recovery Act
  • Knowledge of remediation technologies, processes, practices, and risk-based corrective action
  • Intermediate proficiency in basic computer skills including spreadsheet, presentation, and electronic documents
  • Ability to manage multiple projects and all phases of large projects including financial, metrics and cost control
  • Prior experience in regulatory agency presentations or face-to-face negotiations
  • Ability to plan cost-effective remediation strategies and work plans
  • Establishes goals/priorities and develops critical tasks

The Borger Refinery is located in Borger, Texas, in the Texas Panhandle approximately 50 miles northeast of Amarillo. The refinery processes 148 mbpd of light and medium gravity sour crudes plus fractionates 30 mbpd of mixed natural gas liquids. The Borger Refinery produces LPG and motor fuels products for the Rocky Mountains, West Texas and Central U.S. market areas. Additionally, the Borger Refinery produces pentane and heptane solvents for specialty products applications.
