The Process Safety Lead/Director (PSM) - Borger Refinery reports to the HSE Manager and has a dotted line reporting relationship to the corporate Process Safety Manager. The role is accountable for managing the Process Safety Management (PSM) and Risk Management Programs (RMP) at the site. This position drives refinery process safety risk down by continuous improvement of the site’s PSM / RMP work process/procedure management and accompanying information management systems, plus coordinating, and conducting process hazard analysis
Responsibilities May Include
Ensuring Process Hazard Analysis (PHAs) studies are completed per regulatory requirements, corporate schedules, budgeting cycles, turnaround schedules and refinery operations. Ensuring that PHA recommendations are thoroughly reviewed and understood including ensuring review and acceptance with the site leadership team. The PSM lead is the owner of the PHA’s for the facility.
Site expert on Layers of Protection Analysis (LOPA) and accountable for completion of LOPA QA/QC reviews as part of the overall PHA work process.
Owning the metrics and internal auditing procedures to drive ongoing compliance with the requirements of PSM/RMP.
Working with the corporate process safety group to determine applicability of API-754 and determination of process safety events.
Ownership of the site process for managing facility siting and working with the corporate process safety group to ensure all facility siting regulatory requirements are met.
Becoming knowledgeable on all aspects of process safety risk management techniques including Quantitative Risk Assessment (QRA).
Continuously improving the PSM/RMP program and its documentation for regulatory and corporate compliance rigor and business value.
Driving improvements to the Management of Change (MOC) process ensuring that effective MOC takes place in the plant, including management of feedstock changes, management of personnel changes, management of document changes and management of process changes.
Managing external and internal audits of the site's PSM and RMP programs and subsequent corrective action plans.
Coordinating the corporate compliance verification reporting process.
Owning the maintenance and continuous improvement of the document management systems.
Maintaining site Electronic Document Management System (EDMS) Power User expertise.
Coordinating the site wide implementation of document records management corporate compliance requirements.
Ensuring major incident Root Cause Failure Analyses (RCFA’s) are properly led.
Ensuring engineering information is effectively managed throughout its life cycle, including implementation of projects.
Stewarding refinery compliance with action items created from investigations, incidents, audits and other HSE sources.
Legally authorized to work in the job posting country
Bachelor’s degree or higher in Engineering
Valid Drivers License
5 years or more of PSM experience in the refining or petrochemical industry
5 years of more of Operational experience in refining or petrochemical industry
Advanced proficiency with regulatory PSM/RMP requirements
Working knowledge of root cause analysis methodologies

The Borger Refinery is located in Borger, Texas, in the Texas Panhandle, approximately 50 miles north of Amarillo, Texas. Refinery facilities include crude distilling, naphtha reforming, fluid catalytic cracking, alkylation, hydrodesulfurization and delayed coking units, as well as an NGL fractionation facility. The refinery processes primarily medium sour crude oil produced locally, and heavy sour crude oil produced in Canada, all of which are delivered by pipeline. Borger produces a high percentage of transportation fuels, as well as petroleum coke, NGLs and solvents. Refined products are distributed to customers via pipelines from the refinery to West Texas, New Mexico, Colorado and the Midcontinent region.
