The Industrial Hygienist provides Operations, Maintenance, and Technical staff support to the Borger Refinery (BGR). Key roles include providing Industrial Hygiene (IH) technical and program leadership and support in managing occupational health risks; managing the site’s exposure assessment plan; and ensuring compliance with regulations and company requirements.

Responsibilities May Include

  • Advocating for programs and policies that enhance occupational health

  • Addressing IH/occupational health question, issues, and concerns with employees and staff

  • Developing and executing the refinery’s Exposure Assessment and IH Monitoring Plans

  • Maintaining the IH monitoring database

  • Developing and communicating metrics, trends and recommendations to management

  • Providing IH leadership during planning and execution of maintenance turnarounds and outages

  • Assisting with turnarounds at other Phillips 66 refineries

  • Managing the site's respirator and hearing conservation programs, including compliance with medical clearance, respirator fit testing, and ear plug validation testing

  • Managing the site’s portable and personal gas monitor programs, including auditing compliance with calibrations, bump testing, and reporting

  • Acting as the site’s IH/Occupational Health Subject Matter Expert (SME) for PSM Management of Change (MOC) requests

  • Serving as the Radiation Safety Officer (RSO) ensuring compliance with radioactive materials license requirements and device registration requirements

  • Managing the new chemical review process and the SDS database

  • Ensuring contractors maintain IH programs meeting regulatory and company requirements

  • Managing the site’s ventilation programs for laboratories, shops, and field equipment

  • Reviewing and auditing asbestos abatement activities

  • Conducting annual reviews and follow up of the site’s Process for Occupational Health Improvement (POHI) initiative

  • Developing and presenting new hire and periodic training on IH program and regulatory requirements, and updating computer based training

  • Training and advising supervisors and management in the recognition of safety and health protection procedures and hazard identification

  • Supporting the refinery Emergency Response Team with site air quality monitoring

  • Managing site written IH programs and formally auditing program implementation

  • Providing guidance on the site’s PPE program and certifying PPE hazard assessments

  • Participating as a member of the site Health & Safety team, promoting safe work practices, leading by example

  • Occasionally providing after-hours on-call IH/Safety support

  • Assuming more formal safety support role at the refinery as needed

  • Serving as the site’s TSCA coordinator

  • Providing occasional technical support to Phillips 66 Midstream in the Amarillo area

  • Networking with other HSE functions on IH issues

  • Participating in the corporate Industrial Hygiene Steering Team (IHST)

Position Requirements


  • Legally authorized to work in the job posting country

  • Bachelor's degree in Industrial Hygiene, Safety, Loss Prevention, Toxicology or Environmental Science or a closely related field

  • Experience implementing OSHA safety and occupational health regulatory requirements, for example through a P66 internship program or through prior industrial experience

  • Ability to perform/comply, with or without a reasonable accommodation, the following:

  • Climb stairs and ladders on and around process equipment

  • Work outside in all weather conditions

  • Walk, stand, stoop, sit, climb and carry material on even and uneven terrain

  • Wear a respirator, including a self-contained breathing apparatus (SCBA)

  • Knowledge in conducting IH exposure monitoring and assessments

  • Proficiency in Microsoft Office Word, Excel, and PowerPoint

  • Valid driver's license


  • Certification as a CIH or CSP, or the ability to attain certification within a year

  • 5 or more years of experience as an industrial hygienist or a safety professional managing IH programs

  • Master’s degree from an ABET accredited program

  • Currently holding, or able to qualify for, a Transportation Worker Identification Credential (TWIC)

  • Experience with IH software: Medgate/Cority, MSDSonline, and iNet

  • Experience managing respiratory and gas detection programs

The Borger Refinery is located in Borger, Texas, in the Texas Panhandle, approximately 50 miles north of Amarillo, Texas. Refinery facilities include crude distilling, naphtha reforming, fluid catalytic cracking, alkylation, hydrodesulfurization and delayed coking units, as well as an NGL fractionation facility. The refinery processes primarily medium sour crude oil produced locally, and heavy sour crude oil produced in Canada, all of which are delivered by pipeline. Borger produces a high percentage of transportation fuels, as well as petroleum coke, NGLs and solvents. Refined products are distributed to customers via pipelines from the refinery to West Texas, New Mexico, Colorado and the Midcontinent region.
