Under the general direction of the Refinery Reliability and Mechanical Integrity Manager, the Chief Inspector is to assure that company resources are directed and utilized safely and effectively in the equipment condition assessment and inspection functions within the Refinery. This role is responsible for the direct supervision of staff inspectors and support personnel, supervising and/or updating inspection plans. This role is also accountable for reviewing corrosion and welding concerns, fitness for service assessments, construction and repair vendor surveillance data and participating on Hazops/PHA’s. The incumbent acts as the Refinery authority for mechanical integrity and inspection to ensure that equipment design, construction, operations, maintenance and inspection activities are conducted in full compliance with established laws, codes, standards and procedures.

Responsibilities May Include

  • Accountable for developing and implementing a plant/site wide fixed equipment inspection program that is compliant with all Federal, State and local laws and compliant with Industry Codes / Standards and meets P66 requirements for the construction and/or repair of pressure vessels, piping and other pressure containing equipment.

  • Recruiting, mentoring and maintaining a staff of qualified and properly certified API inspectors.

  • Providing inspection expertise for piping and pressure vessels including selection and fabrication of materials, corrosion control, corrosion monitoring, coatings, welding, temporary repairs, and maintaining integrity of pressure retaining systems.

  • Assuming overall responsibility for the RBI work process (coordinating input between Corrosion, Materials, Inspection, Process, Maintenance, and Operations staff), which generally includes the review and analysis of equipment design, operating and condition data resulting in a risk ranking and prioritization of inspection plans.

  • Accountability for developing a department budget to ensure all inspection plans are being managed in an efficient manner and ensuring all equipment and piping is inspected within a timely manner.

  • Providing input / oversight to Fitness for Service program to determine the remaining life and need for repair, replace or re-inspection of fixed equipment. As required, performing fitness for service evaluations and risk-based analyses of pressure containing equipment.

  • Providing oversight for the development and execution of inspection scope of equipment during unit shutdowns and turnarounds. Minimizing nonbudgeted, unplanned equipment repairs identified during turnarounds by promoting thorough and well-planned on-stream inspections prior to turnaround.

  • Supporting capital project inspection needs including definition of required NDE, baseline inspection data, and required updates of any inspection documentation.

  • Understanding and regularly reviewing and monitoring critical process variables that affect equipment reliability. Directing inspection activities to areas of the refinery based on changing operating conditions.

  • Maintaining and reporting on department Key Performance Indicators and Corporate Metrics.

  • Setting standards and auditing procedures for PMI, positive material identification, welding, NDE and heat treatment requirements proposed for new construction and repair of facilities.

  • Developing and revising inspection procedures, guidelines and work instructions to keep up with industry advancements and new code requirements.

  • With appropriate stakeholders, developing and overseeing the 5-year look ahead on high cost equipment replacement items to allow for adequate capital and expense budgeting.

  • Actively participating in P66 Fixed Equipment Network activities, including development and reviews of best practices and standards, sharing of lessons learned, and providing technical consult as needed to other P66 refineries.

  • Staying apprised of industry knowledge in the area of fixed equipment reliability via membership and participation in industry groups such as NACE and API.

Position Requirements


  • Legally authorized to work in the job posting country

  • High School Diploma or GED equivalent

  • 10 or more years of experience in a petrochemical refinery environment

  • 5 or more years of years supervisory experience

  • 5 or more years of experience with Inspection Data Management Systems programs (prefer PCMS)

  • 3 or more years of experience working or supervising an RBI Mechanical Integrity program

  • Current API 510 and API 570 Certification


  • 15 or more years of inspection or mechanical integrity work experience

  • API 650/653, CWI Certification

  • API 571, API 579, API 580 Training/Endorsement

  • Two-year technical degree or higher

  • Possess a good working knowledge of common refinery process units and damage mechanisms

  • Have or be able to test and qualify for a National Board Commission (NBIC)

  • Excellent leadership skills and capable of communicating effectively at all levels of management

  • Capable of multi-tasking and have great organizational & technical skills

The Borger Refinery is located in Borger, Texas, in the Texas Panhandle, approximately 50 miles north of Amarillo, Texas. Refinery facilities include crude distilling, naphtha reforming, fluid catalytic cracking, alkylation, hydrodesulfurization and delayed coking units, as well as an NGL fractionation facility. The refinery processes primarily medium sour crude oil produced locally, and heavy sour crude oil produced in Canada, all of which are delivered by pipeline. Borger produces a high percentage of transportation fuels, as well as petroleum coke, NGLs and solvents. Refined products are distributed to customers via pipelines from the refinery to West Texas, New Mexico, Colorado and the Midcontinent region.
