The Emergency Response Team Lead position is responsible for the Billings Refinery Emergency Response and the Facilities Security.

Emergency Response Team Lead responsibilities include:

  • Oversight for the Billings Refinery’s emergency response and emergency preparedness programs.

  • Responsible for ensuring the Billings Refinery’s emergency response plan is current and stakeholders are trained to implement in an emergency. This includes maintaining and improving as needed, the refinery emergency response readiness, plans and programs to comply with OSHA, NFPA, Corporate and other related requirements.

  • Responsible for the site emergency response and incident management team functions, including Volunteer recruitment and training (fire, hazardous materials, rescue, and medical), deployment exercises, Incident Command training and exercises, management of pre-positioned supplies and equipment.

  • Training program and scenarios shall be developed in compliance with API, OSHA and EPA requirements.

  • During emergencies this position is responsible for tactical oversight of the emergency response teams, working with the incident command team and technical leads.

  • As the emergency response team leader, this position manages staff and volunteer assignments, life support and safety issues.

  • Serve as the equipment owner and facility resource for the refinery fire water system.

  • Ensuring proper maintenance and testing is conducted on the refinery fire water system and emergency response equipment.

  • Coordinate documented inspection, testing and timely maintenance of site fixed and portable emergency response equipment and refinery alarms.

  • Manage emergency preparedness budget, including advanced planning of significant expenses, such as equipment replacements and additions.

  • Serve as an active member of the Local Emergency Planning Committee (LEPC).

  • Serve as the primary contact for mutual aid, including municipal fire, rescue, and hazmat departments.

  • Serve as the primary contact and active member on the Montana-Wyoming Coop.

  • Perform in designated ICS position during refinery emergencies.

  • Ensure that ERT Captains meet their position responsibilities, including goals management.

  • Maintain emergency response leadership coverage when out of office for vacation or work related travel.

  • Demonstrate continuous improvement in an overall Emergency Response Management System.

Site Security Officer Responsibilities include:

  • Manages all aspects of security as related to personnel, documents, and facility.

  • Manage site security.

  • Maintain and assure compliance with the DHS CFATS and the Site Security Plan.

  • Manages site security contractor.

  • Processes clearances, employee briefings and visit requests.

  • Initiates, prepares, processes and oversees the appropriate documentation and correspondence relating to the origination, transfer, and termination of personnel security clearance investigations.

  • Maintains personnel security files and logs.

  • Updates and maintains the security database.

  • Participates in security audits and inspections.

  • Oversight and management of subcontracts department to assure security compliance of all subcontractors.

  • Responsibility for ensuring compliance with the appropriate stakeholders Billings Refinery and Company wide Safety Security policies, as well as Government Regulated Security Programs which include:

    • Protection of Company Information

    • Contraband and Inspection Guidelines

    • Pre-placement Screening Policy

    • Violence in the Workplace

    • Covert Camera Policy

    • Substance Abuse Policy

    • Firearms/weapons Policy

    • Search Policy

    • Department of Homeland Security

Required Qualifications:

  • Legally authorized to work in the job posting country.

  • High School diploma or GED.

  • Willing and able to obtain a Transportation Worker Identification Card (TWIC).

  • Legally authorized to work in the United States on a regular full-time basis without restrictions.

  • NFPA 1081 (Standard for Facilities Fire Brigade Member) Qualified Firefighter or equivalent.

  • Advanced Fire Brigade Leadership qualifications or equivalent.

  • NFPA 472 (Standard for Responders to Hazardous Materials Response) Qualified Responder or equivalent.

  • NFPA 1006 (Standard for Technical Rescue Personnel) Qualified Rescue Technician or equivalent.

  • NIMS ICS 100, 200, 700, 800.

  • Ability to work extra hours as required, including nights / weekends in times of high intensity work (emergency response, maintenance activities, etc.).

  • Ability to travel between 15%-20% in a 1-year period.

  • Effective interpersonal skills, including ability to:

    • Communicate effectively with regulatory agencies and mutual aid partners.

    • Drive teamwork.

    • Influence and provide coaching.

    • Self-motivated, organized and able to drive timely implementation of plan and system changes.

Preferred Qualifications:

  • 5 or more years of direct Safety, Environmental and/or Emergency Response/Management experience in a refinery and/or industrial setting.

  • Bachelor’s degree in safety, Environmental, Engineering, Technology or Fire Science.

  • Certifications Preferred: CHMM CFPS, or NFPA.

  • NIMS ICS 300, 400.

  • Technical Expertise -Strong working knowledge of the fundamentals of Emergency Management, Incident Command System, Industrial Fire Fighter, High Angle/Confined Space Rescue, Hazmat, Oil Spill Response, Emergency Operations and Apparatus, OPA, and SPCC. Proven computer skills, training skills and leadership skills.

The Billings Refinery is located in Billings, Montana. Its facilities include crude distilling, naphtha reforming, fluid catalytic cracking, alkylation, hydrodesulfurization and delayed coking units. The refinery processes a mixture of Canadian heavy, high-sulfur crude oil delivered by pipeline, and domestic crude oil delivered by truck. With the startup of a new vacuum distillation unit in 2017, the refinery has 100 percent heavy crude processing capability. The refinery produces a high percentage of transportation fuels and petroleum coke. Finished petroleum products are distributed by pipeline, rail car and truck. Pipelines transport most of the refined products to markets in Montana, Wyoming, Idaho, Utah, Colorado and Washington.
