The Contract Specialist is responsible for the development and fulfilment of Procurement Contract requirements for assigned Phillips 66 business areas at the Alliance Refinery. The role will execute the sourcing and contracting of goods and/or services required for the business. This also includes the execution, operationalization, and life-cycle management of sourcing and contracting strategies while ensuring alignment with applicable Category Management strategies.
The following is a summary of key accountabilities for this position:
Execute day-to-day activities in the fulfillment of procurement contracting needs for a Phillips 66 business.
Support the implementation, adoption and compliance of Contracting Standards and Key Procedures for the assigned Phillips 66 business.
Drive continuous improvement efforts to simplify and streamline contracting processes for Phillips 66 business.
Responsibilities May Include
Contributes to Procurement objectives by executing the Procurement strategy.
Supports and contributes to Procurement goals by providing the expertise necessary for development, maintenance, and continuous improvement of leading contracting management processes.
Interfaces with Category Management to drive alignment on category and contracting strategies and contracting requirements.
Develops strong results-based networks with key business leaders at Phillips 66 to facilitate sharing information, best practices and lessons learned.
Complies with relevant policies, standards and key procedures and minimizes risk and cost exposure.
Executes the contracting processes (contract strategy, negotiations, T&Cs, implementation, maintenance and monitoring, etc.).
Develops sound, fit for purpose contracts of the highest standard, and to the schedule requirements of the business.
Complies with Procurement Policy, Internal Control Standards, and Contracting Standards and Key Procedures.
Supports continuous improvement efforts to streamline contract management processes and attain the highest level of customer service.
Supports the development and continuous improvement of standard contracting templates and contract clauses.
Strives to achieve in all aspects of contracts excellence; planning, solicitation, development, negotiation, execution and operationalization.
Applies knowledge of commercial contract law and P66 guidelines, practices and requirements to develop appropriate terms and conditions.
Implements new contracts, uploads contracts into the Phillips 66 Global Contracts Management System (Ariba) and ensures effective hand over to and understanding of contract terms by business stakeholders.
Supports loading and set-up of contracts and OLAs (where applicable) in SAP
Develops master agreements, contract service call-offs, amendments, and contract addendums.
Maintains appropriate contract files in accordance with document retention policy and supports required audit activity.
Drives formal RFx (requests for information, proposals or quotes). Performs pre-bid and pre-award meetings. Analyzes suitability of bids dependent on time constraints, cost, safety and quality assurance. Prepares bid evaluations and seeks appropriate approvals of awards.
Supports consultation regarding post-award contract disputes.
Leverages best practices to enable new approaches to Contracts processes.
Manages stakeholder communications regarding Contracts process changes.
As required, resolves issues (pricing, quality, timing, claims, liens, etc.) associated with purchase agreements and deliverables.
Works with Legal to ensure compliance with all P66 requirements and legal statutes.

5 or more years of business or engineering work experience.
Experience with RFx, negotiations and contracting
Must currently hold or be able to qualify to receive a Transportation Worker Identification Credential (TWIC) card. Note, information regarding TWIC qualification standards may be found at www.tsa.gov/whatwedo/layers/twic/index.shtm
Experience leading multiple Procurement activities including sourcing, contracting, materials management and P2P
5 or more years of procurement experience
Experience planning and executing procurement activities in a refinery, chemical plant or transportation facility
Working knowledge of SAP and other procurement technologies
Advanced working knowledge of procurement, category management, strategic sourcing and contracting process areas.
Ability to interface between stakeholders, functions and Procurement.
Strong written, verbal, and interpersonal communication skills with ability to negotiate and influence critical decisions.
The Alliance Refinery is located on the Mississippi River in Belle Chasse, Louisiana, approximately 25 miles southeast of New Orleans, Louisiana. The singletrain facility includes crude distilling, naphtha reforming, fluid catalytic cracking, alkylation, hydrodesulfurization, aromatics and delayed coking units. It processes mainly light and medium, low-sulfur crude oil. The refinery receives domestic crude oil through a combination of pipelines, marine transportation and terminals. The refinery produces a high percentage of transportation fuels. Other products include petrochemical feedstocks, home heating oil and anodegrade petroleum coke. Refined products are distributed to customers in the southeastern and eastern United States through major pipeline systems and by barge. Refined products are exported primarily to Latin America by waterborne cargo.
