The Network Business Analyst will interact with the Regional Infrastructure Operations Leadership team, Refining and Midstream Business and Project Management Office to develop long range capital plans and establish processes to continuously improve the organization. This position is a great opportunity to learn more about the infrastructure teams and the relationship they have with the respective businesses. The BA is involved in IT capital projects, large and small, Infrastructure and business facing projects, vendor management and LRP.
Responsibilities May Include
Representing Regional Infrastructure Operations in various projects and activities assigned by management, including but not limited to providing project coordination support for Regional Infrastructure Operations in conjunction with Project Management Office, drive RFP exercises for hardware and circuit portfolios.
Driving initiatives to build a strong foundational understanding of network technologies and leverage that knowledge to improve the Refining and Midstream businesses.
Developing and administering capital budgets; this specifically includes maintaining the 5-year Long Range Planning (LRP) for capital projects and G&A, managing the annual work plans to track projects, capital spend and resources and building appropriate financial modeling and justification documents for Infrastructure Operations.
Leading the renewal process for maintenance and service agreements.
Providing regular updates to leadership of the financial status for all Critical Infrastructure Modernization projects.
Managing relationships with vendors to effectively provide solutions for ongoing infrastructure-related work. For example, working with the Cisco account team to forecast future spend, coordinating technology changes with AT&T, or managing network initiatives with GDT.
Responsible for monthly reforecast of capital for Critical Infrastructure Modernization and expense.
Building relationships with multiple IT and BU organizations.

3 or more years of IT business experience
Proficient in SAP, ServiceNow, Microsoft Excel and PowerPoint
High-level knowledge of network technologies, including LAN/WAN, security, and voice
Accountable and delivers on commitments
Ability to achieve outstanding results with minimal guidance
Ability to build partnerships and understand customer needs
Communicates clear and specific recommendations and strategies to a wide range of audiences
Foundation of core business skills including financial analysis, budgeting, forecasting, reporting, developing business strategies & implementation, performance monitoring, and improvement planning
Demonstrated ability to build positive relationships with both internal to Phillips 66 and externally with our vendors
