The Contract Specialist will provide contracting and procurement support to the Health, Safety, and Environmental (HSE) organization and other Phillips 66 business units with an emphasis on contract strategy development, sourcing, contract drafting, and the negotiation of terms and conditions. This candidate must have the ability to apply a professional approach to the sourcing and contracting of goods and services with a wide variety of suppliers. This role is responsible for providing procurement and contract advice and leadership to stakeholders while ensuring compliance with all relevant Procurement and contracting policies, processes and procedures.
Position can be based in Houston, TX or Bartlesville, OK.
Responsibilities May Include
Provide dedicated sourcing, contracting, and supplier management support for the Health Safety & Environment (HSE) organization of Phillips 66. This specifically includes:
Create and manage all sourcing events (ex. RFP’s) for the HSE organization. Initiate and run sourcing events in Phillips 66’s electronic contract management system (Ariba)
Develop and negotiate contracts, including legal terms and conditions, commercial terms, and strategic pricing for long term business partnerships with key suppliers.
Implement effective supplier performance management to ensure the right suppliers and solutions are being applied to the HSE organizational business needs at competitive market rates.
Provide robust stakeholder and supplier management through effective communication, collaboration, and partnership
Specific areas of procurement support for HSE include:
Waste collection, transportation, and disposal: Ensure appropriate and certified suppliers are in place for disposal of unneeded materials at P66 sites.
Remediation Services: Partner with HSE to identify, select, and manage suppliers to ensure P66 sites have solutions in place and readily available for any possible environmental issues.
Crisis Management: Work closely and in partnership with stakeholders to provide qualified consultants and suppliers to often unpredictable events for controlled responses to each scenario
Environmental Services: Support business to enable key suppliers to consult and advise P66 on business practices and any related impact on the surrounding environment.
Medical Services: Support medical team to provide health solutions for staff which includes substance abuse testing, physician/nurse solutions, biometric health screening solutions for employees, executive health programs, medical equipment, etc.
Manage assigned contract and project portfolio.
Provide leadership, consultation and support to HSE teams and other stakeholders to develop optimum agreements for the purchase of required goods and services.
Develop and incorporate appropriate contracting strategies, in conjunction with the project team.
Negotiate a variety of agreement types including Master Service Agreements, Engineering Service Agreements, Non-Disclosure Agreements, Service Orders, Compensation Agreements, etc.
Understand core contract clauses and company positions and communicate and negotiate with 3rd parties seeking to perform work on Phillips 66 sites. Core contract clauses include indemnity, insurance, warranty, tax, audit, etc.
Support sourcing/RFP efforts in coordination with project teams.
Assist in development of contact templates, training and resources to improve the overall contracting acumen of the Procurement organization.
Contribute to the continuous process improvement of the Procurement and Global Contracts Organization.
Provide sourcing and contracting support to other Phillips business units/functions as needed.
Legally authorized to work in the job posting country
Bachelor’s degree in Business, Supply Chain, Engineering, or relevant discipline
3 or more years of sourcing, contracting, and/or governmental regulatory experience
Knowledge or firsthand experience with refinery, chemical plant, or midstream work processes
