Phillips 66 Marine Terminal/HSE/Vessel Vetting Coordinator in Houston, Texas

As a member of the Global Marine Risk Management (MRM) group, this position will work with all MRM functions and be capable of providing cross-team support to MRM’s Vetting and audit team, HSE team and the Marine Terminal Advisor team. The candidate will rotate within each function initially to assure capability and experience is developed enabling support to deliver Marine’s mission of safe/effective operations. The incumbent will augment existing Global MRM resources as needed by providing operational, technical and project support, marine vessel vetting assessments, terminal advisory service and assessments, HSE review and actively participate in the Marine Network(s).

Responsibilities may include :

  • Providing support in the continual implementation of the Global Marine Assurance Standard and the assurance/auditing process
  • Assisting in carrying out “Risk Assessment” and vetting evaluation of vessels nominated for P66 use; Utilizing the vetting system Ships Information System (SIS)
  • Supporting the use, developing and managing of the Marine Terminal assurance programs, MTAP, and operating systems, such as SIS
  • Supporting HSE function(s) for Marine department and Commercial BU globally. Assist in the coordination of INO, weekly and other meetings where vessel and marine terminals Incident Reports plus risk mitigating measures are coordinated. Support effective incident exercises and drills as required
  • Supporting the HSE team’s function in identifying, collating, assessing and communicating Marine regulatory affairs that may impact Phillips 66 or our counterparties and partners
  • Collaborating with P66 vessel operations, chartering and other BU’s to support their efforts with the vessel operators - specifically as it relates to HSE systems, planning, & performance
  • Supporting the review and follow up process and action tracking of Marine Advisor Report; communicate elevated risk issues to vessel operators to resolution/closed loop
  • Developing, organizing and managing the improvements plans to optimize the utilization of the MRM’s managed or championed systems such as DMS, MASTR, and SIS database
  • Supporting the program of OCIMF SIRE inspections completed by third party and internal inspectors
  • Supporting the program of (M)TMSA audits of vessel operators and terminal operators completed by third party and P66’s internal auditors
  • Assisting with the Global MRM HSE metrics and data compilation and drafting of the annual Global Marine Risk Management report to the Phillips 66 management committee
  • Conducting periodic reviews of programs, processes and metrics to ensure continual improvement of vetting and MTA process manuals
  • Supporting “Annual Business Reviews” or similar meetings with visiting vessel operators with focus on risk mitigation, vessel and/or terminal specific issues and P66 expectations and requirements

Basic/Required :

  • Legally authorized to work in the job posting country
  • High school diploma/ GED
  • 3 or more years of shipping/tank vessel operations, Marine HSE, marine terminal operations and/or marine related experience
  • Willingness to travel extensively to the local assigned ports and terminals when needed; 20 to 40%.
  • Currently hold or be able to qualify to receive a Transportation Worker Identification Credential (TWIC) card. Note, information regarding TWIC qualification standards may be found at

Preferred :

  • College graduate, preferably maritime academy
  • 5 or more years of shipping/tank vessel operations, marine terminal operations, port operations, Marine HSE and industry best practice experience
  • Officer with tank vessel experience
  • OCIMF program qualification as SIRE inspection and/or TMSA Auditor training, accreditation or experience
  • Maritime Regulatory body experience (Classification society, PSC/USCG, etc.)
  • Offshore vessel based industry experience
